MCS, in partnership with the Country Fire Authority, Victoria, successfully delivered two Intent into Action: Organisational Leadership for the Command & General Staff courses as part of the multi-agency Level 3 Incident Management Team accreditation framework. In the Australasian Inter-Agency Incident Management System (AIIMS), Level 3 designates the highest level of incident complexity.

Course participants from Victoria and New Zealand represented six different emergency management and response organisations. Senior leaders from CFA, State Emergency Service (SES), and Metropolitan Fire Brigade (MFB) comprised the evaluation teams for each program.

The courses were conducted at the Creswick Campus of the University of Melbourne at the old Victorian Forestry School.
